When one looks at all the obstacles for submitting a petition, introduced after the 2024 general election by a Labour government, it's obvious that the British establishment doesn't give a damn about free speech and democracy. There is also a table of clauses, followed by explanatory notes. The human race is now at a technological crossroads. With the acceptance of AI, humanoid robots and QC, humans will cease to be the superior species on this planet. Come to think of it, if anyone wants advice on the safety of AI, I suggest they contact ETs, whom of course, don't exist. My consultation on this matter is likely to fall well short of there's.

    All British persons to be on the JC+ RDBMS, including places, dates, jobs and companies worked at, also skills, training and education. JC+ will be notified of all job vacancies. It will notify all relevant persons, including employed. JC+'s AI to select 3 candidates, to be interviewed by 2 JC+ androids and employer. Employers submit monthly employee records to JC+ for references.

    Command Economy

    The need is for a command economy which AI can understand and manage, stop companies from relocating abroad, and establish a two tier economic system. effectively replacing humans in the workplace with AI and androids, and placing humans in a controlled environment.
    HMG will have a golden share in each vital organisation, with a representative on the board of directors.
    Global trade agreed between governments, will be monitored by the WTO, and paid in Gaia, a combination of energy and time. Humans will be paid in Specific Person Electronic Vouchers. There will be no link between the 2 systems.

    Bio enhancement of humans

    We declare the eventual need for humans to be bio enhanced in order to maintain their dominance on the planet.

    Aims are to level mental temperament, compatible with lasting marriage. Produce stronger bone structure, repairable organs, and disease resistance. A neuralink brain implant to give access to data, science, language. To enhance conscience, and senses to detect that which currently only animals can.
    This will reduce crime, illness and associated costs, and increase our understanding of the universe.

    Referendum on all government projects costing more than £100 million
    To the House of Commons, this petition is from residents of the United Kingdom.
    This is to ensure that projects like HS2 are never approved again, without clear support from the electorate.
    The petition therefore requests/urges the House of Commons to debate the following issues, then urge HMG to....
    Projects approved that do not generate extreme wealth when the nation is heavily in debt, and projects that are simply a status symbol, should not be allowed, particularly when thousands of citizens are waiting for compensation (military in nuclear tests, post office Horizon, NHS contaminated blood, etc). Projects particularly in public services (sewers, train tunnels, bridges, motorways) get approved to the detriment of consumer products (mobile phones, TVs, computers).
    All projects should only be carried out by British companies, that cost them using parameterised CAD systems employing attributes for costing, etc. No decision should be made by Parliament until these costings have been completed.

    Measures to reduce global warming

    To power the extraction of carbon dioxide from the Earth's atmosphere to an acceptable level, would require the building of thousands of nuclear fusion power stations, when we can't even build one.

    The only solution appears to be the sterilisation of all babies for at least twenty years, since to convince governments to abandon their grandiose construction projects appears to be unattainable.

    Social laws to bring about harmony

    Social laws designed to reduce employment migration, conflict amongst neighbours and relatives.
    The petition therefore requests/urges the House of Commons to debate the following issues, then urge HMG to....
    Laws exist for the work place, health service, affordable housing, education, social security, environment, and anti-discrimination, they do not go far enough.
    There is a need for regular inspection. Directors and managers should be elected annually. The management should clearly state to the workers what problems lie ahead and invite solutions. The workplace should not only comply with health and safety, but should be clean, modern, quiet, pleasing to look at and spacious. Children should be brought up in a family environment. Non-repetitive ex-offenders should not be denied employment where no security problem exists. Non-repetitive ex-offenders should not be denied the right to live elsewhere in the Commonwealth. Divorce should only be granted where both partners have found a new partner.

    UK Produced Information Technology Hardware & Software
    To the House of Commons, this petition is from residents of the United Kingdom.
    Fining foreign IT companies for anti-competitive activities is long winded and therefore costly to the British economy. Many UK websites cannot be found using Chrome & Chromium, because to advertise them would cost $1 million per annum.
    The petition therefore requests/urges the House of Commons to debate the following issues, then urge HMG to....
    There is clearly a need for the UK to produce its own IT hardware and non-commercial software, and ensure that only that is used by individuals and organisations. HMG would endeavour to get the open software foundation to produce it, and have it adopted by the United Nations.
    Software would include office apps, accountancy, engineering, manufacturing, website creation, web browser, and operating system. The UK would have its own national intranet, incorporating an index of all website details, including size, subjects, technical standard, etc. to British Standards.

  5. Technocracy Petition
    To the House of Commons, this petition is from residents of the United Kingdom.
    This extended petition is designed to encourage parliament to create a constitution fit for the electronic world, with the best representation possible, backed up by an ideal education and recruitment system. A system based upon full employment in an age of total automation, an age with zero crime, an acceptable alternative to money, a science based civilisation, zero poverty and ultimately a bio-engineered self in a world technocracy, a utopia.
    The petition therefore requests/urges the House of Commons to debate the following issues, then urge HMG to....
    1...Upbringing...Social laws need to be created regarding family life, relationship with in-laws, the bringing up of children, cleanliness, health, home and garden maintenance, day trips, holidays, relationships with androids and cyborgs, etc. This is in order to eliminate violence within family groups. Standards are to be maintained through quarterly visits, by 'neighbourhood watch' teams composed of health, education and legal representatives.
    2...Education & Training...Children are to be educated at home before they enter primary school. All education and training modules are to be via data centres monitored by AI. Advanced mental capabilities are to be provided from data centres via a neuralink implant in each individual. All training courses will have to be sponsored by an employer, who will eventually employ the student. The neuralink ensures that humans are as capable as humanoid androids, thereby eliminating any feelings of inferiority, which might lead to conflict. Neuralink will also enhance conscience feedback each time a person thinks of committing an illegal or unacceptable act. Prevention is far cheaper than the alternative of incarcerating people in prison, and denying them employment when they are released. IQ (Intelligence Quotient) levels will be assessed annually, together with interests, since these will influence career decisions later in life. Training will include national service, first aid, survival skills, and what to do after a nuclear attack or major disaster.
    3...Recruitment & Employment...Jobcentre Plus to be a one stop shop for all job vacancies. Existing employment agencies are to be shut down, whilst all vacancies for new and existing jobs must be advertised on Jobcentre Plus' RDBMS (Relational Database Management System). The RDBMS will list all persons living in the UK and British persons abroad, including their postal address, email address, education, training and employment record. It will notify suitable applicants by email, of suitable vacancies, whether they are unemployed or not. Workers can change employers only if they are suitably qualified and/or experienced for the job, or directed by government policy. Each vacant post will require three candidates to be selected for interview over the internet (Zoom, WhatsApp, Telegram). One interviewer will be the employer, whilst another two will be androids, who additionally will be checking the honesty and identity of the candidate. Employment will be compulsory and permanent, regardless of your financial circumstances. Management can promote, demote or reallocate, but you cannot be fired. The monthly employee report to Jobcentre Plus would be accessible by the person it is about. These reports are used as a job reference.
    4...Command Economy...All companies must be approved, employing at least 1000 people. To be approved, it must exceed the legal standards in training, working conditions (heating, lighting, humidity, noise, cleanliness, health & safety, with a modern aspect), AI management, canteen, social club, and educational holidays. This approved company would have its own R&D (research and development), whilst the government would have a golden share in it, designed to prevent an AI dominated board of directors relocating the company to another country, that can supply cheaper energy and have a lower level of taxation, thereby making it more competitive. The government's director would be a gold painted android. In addition to other duties, they would ensure that the approved companies accounts were being monitored by HMRC in real time. R&D will all be carried out at former universities, now managed by approved companies and AI, whilst training centres will be former colleges, now managed by approved companies and AI. AI will keep the course content up to date, monitor androids, industrial robots and humans. It will submit a monthly report to Jobcentre Plus' RDBMS on each human employee. This obviates the problem of obtaining an unbiased job reference when needed. This RDBMS will also submit a person's work record to that person in graphical format, indicating where their conduct, professionalism can be improved, as a form of motivation. All jobs will have to be approved by Jobcentre Plus directors, to satisfy the government's strategic plans. All government departments and approved companies will be managed by seven man committees, advised by AI. All approved jobs for humans will be permanent, but as with androids and other machines, humans can be rented out to other approved employers, or seconded for military service, technocrat or special service. Military service will be 6 months initially, and thereafter one month per annum, although it maybe longer depending upon events. Artificial intelligence was created to make organisations more efficient, produce higher quality goods, cheaper and in less time. It was therefore designed to replace humans, which it will. However, humans need a place in society and the family, in order to command respect, plus a challenge in life, in order to prevent the brain from atrophying. The objective in a post AI world, is for humans, not to work, but appear to work. The intention is to improve quality of life, by keeping you from wallowing on that beach in the Canary islands, soaking up the Sun, thereby developing skin cancer, etc. So you let AI and androids do the work, whilst your employer takes care of all that spare time employees now have. As such employers will take full charge of holidays, excursions, theatre visits, extended lunch breaks with entertainment in the canteen, plus a fitness regime in the work's gymnasium, etc. The number of employees an approved company has will be directly related to its annual profit. Third world countries stand little hope of becoming developed, through such an advanced global economy. They would continue to be dependent upon foreign aid. Therefore the governments and charities of the developed world should base their foreign aid in the form of androids, controlled from data centres within the charitable nation concerned. This would speed up development, and ultimately bring the nation to a developed level.
    5...Technocrat Selection & Training...All workers will be a member of their own professional guild. Each guild will elect at least one technocrat to work within government. This structure increases the likelihood that the workers will know the technocrat they are voting for, through proportional representation, although to anyone else they will be anonymous. As with everyone else, they will carry a bio implant that will confirm their identity. At least one technocrat will be chosen for each profession, in order to promote better communication between government and the economy. All technocrats will work within government, operating in seven man groups in conjunction with AI. They must therefore be good communicators and believe in teamwork. They must be geniuses with an IQ of at least 130, with experience of management, and be good organisers. They must be educated to PhD level, and have created a successful business. Aged between 35 and 60 years, thereby experienced enough to know where deficiencies within the nation lie. Their ancestors must have been in this country at least three generations, for security reasons. Employment as technocrat will last two years. Qualifying age should be reviewed regularly as medical science advances. A technocrat cannot remain in office if legal proceedings are taken against him/her, even in war. Initially, it is likely that not enough geniuses will be available, therefore the period of service will have to be extended. Special training centres will be set up for technocrats and other geniuses. A technocrat's performance would be monitored the same way as everyone else, via Jobcentre Plus. Retired high achievers would be rewarded with a 'high value' home, yacht, etc.
    6...Technocracy Structure...Parliament will be replaced by a complaint's department managed by AI and accessed either via a website form or verbally. There will be no general election, no political parties, plus a two month overlap of personnel, in order to ensure continuity of policy. The Palace of Westminster shall become a museum together with many other government buildings in Whitehall. Just how many people should an AI manged technocracy employ? It's thought the Roman Empire employed only about 10,000 administrators. Should the technocracy, with all seeing and all doing AI, be split up into ministries as at present? The trouble with splitting up responsibilities is that when deciding things, some factors may get accidentally omitted from the process, leading to further problems down the line. Therefore there should be just one primary data centre, and at least five duplicates. The data centres would have to be in underground vaults in remote locations, and comply with data security standards at least as good as banks. They would be maintained and guarded by androids, when general purpose AI becomes available. There would be no national government, county and borough councils, only central command in the electronic ether. So where is government? Most of the technocrats would be engaged therefore in PR (public relations). Government has to be seen to be doing something, if you want those taxes paid. HMG will promote projects at home and abroad, in construction, agriculture, biomes, etcetera, such as the Congo River's Grand Inga Dam, in order to promote the idea of technocracy. All committees will consist of seven technocrats with a revolving chairman. All meetings will be visible in real time on television, accessed by the general public. A security committee will decide which data is too sensitive to be revealed. The SPC (Strategic Policy Committee) will develop new ideas and take advantage of opportunities from around the world, based upon data from embassies, satellites, media, military intelligence, and from an ideas department accessed by the general public. This data would be collected and scrutinised by AI, which would then submit detailed recommendations to the SPC, other government departments and approved companies. As an example, the future of British Steel at Scunthorpe, would be presented to technocrats by AI as a list of ideas, pros and cons, including the production of meta materials, with each idea timed and costed. In the case of the strike of bin workers in Birmingham, the list of ideas would include redundancy and replacement by androids. That's 400 bin workers replaced by 100 industrial androids, or alternatively employ robo bin lorries whose robo arm picks up a wheelie bin and empties it into the lorry. (As a resident of Birmingham, I'm all for it.) In order to reduce the national debt, HMG will replace civil servants with androids, including police, law courts, prisons, border force and defence. There will be no welfare benefits and pensions. Everyone will 'work' within their physical and mental capabilities. As one ages, working hours will be reduced. The government will endeavour to replace all mundane jobs with automation, AI and androids in order to remain competitive. All organisations, and the jobs within it, will have to be approved, in order to eradicate the black economy. In addition to defending and policing the nation, its prime function will be to improve people's quality of life. It will promote a leisure orientated society based upon mental and physically challenging past times, such as parachuting, scuba diving, wind surfing within the work environment. This will require the essential creation of a nanny state. AI and androids will need to be monitored to the nth degree, and so must humans. Nothing can be assumed, because we will now be in an age where potentially, we have little control of the technology we create. As with androids, all humans will have to be tagged, since our police androids operate on logic, not hunches and intuition, and will therefore need to know exactly who is in the vicinity of a crime. There will of course be speed limiters and trackers on all road vehicles, which due to public protest and costly insurance, will now be robo driven. The switch from car ownership and subsidised public transport, to robo taxi-vans, will both reduce government expenditure, and tax revenue from vehicle sales. It should help reduce our carbon footprint. To ignore this technological advance, when other nations are adopting it, could prove to be a serious blunder. It would appear logical to try out the details in this petition in a purpose built community first, to see what works. This technocracy could be expanded to provide a similar service to other nations, particularly small ones that are unlikely to ever develop the necessary expertise, such as those in the Commonwealth. The general public will be offered a referendum on this petition and the subsequent bill that proceeds through parliament.
    7...Technocracy Policy...The technocracy will strive to create a nation devoid of welfare benefits. The sick and disabled will be cared for 24/7 in NHS hospitals and their end of life care homes, whilst everyone else will live in self supporting, off-grid zero carbon biomes. The government will encourage lasting partnerships through the love agency 'Dream-On', which will be a collaboration between HMG, an approved psychology company, and the banks. There will be a policy of one child per family. All benefits will go to the male patriarch, which will cease one year after moving into their biome. Illegal immigrants are criminals, and will be treated as such. Those not willing to be repatriated, will be transported in ships due to be scrapped, to scarcely populated countries. Given the necessary factories tools and advice, they will build their own biomes, and live there devoid of welfare benefits. In order to avoid further trade tariff wars, the WTO will create an environmentally benign system based upon the GAIA, a mix of time and energy required to make and supply a product or service. Unrestricted capitalism is making new generations poorer than their parents, due to the march of automation and the enormous competition from numerous highly qualified job applicants. Clearly a new financial system is called for consisting of GAIA, an ecology aware global economic system between governments, and SPEVs (Specific Person Electronic Vouchers), a financial system between individuals and their government. There is no link between the two systems. As for the existing financial system, the fair way to deal with it, is to scrap it. That's my savings and home down the drain, as with everyone else. You could of course leave the problem for AI to sort out. A typical family will be permitted to accrue wealth of no more than £1 million equivalent. This will include the value of their off grid biome, which they will construct, the parts for which will be earned through their employer. Any additional wealth would have to be donated to individuals or charities, in or to create an egalitarian world. The strategic aim is to make all families globally, self supporting, with technocracies amalgamating into a world technocracy, over possibly a century.
    8...Information Technology Regulation...All data created by organisations has to be in electronic format. Only an approved operating system, browser, integrated software apps, AI and security software can be used, and have to be kept up to date. All computer software and hardware has to designed and produced by approved British companies in the UK. The technocracy will have its own quantum intranet, to replace the WWW (World Wide Web), with all support structure provided by British companies within the UK. (The EC is developing a highly secure quantum network for 2027, operating over existing fibre optic network) The UK intranet should be managed by AI, which would automatically keep websites up to date in respect of HTML, CSS, etc. It would create an index, listing subject matters, date created, relevant to whom, size, appearance rating, etc. All computer hardware and software must come with a detailed manual in software format, the domain name of which must be printed on the hardware. This includes smart TVs, the RAM, ROM and O/S must be stated on all manuals and sales literature, including the price tag. (My smart TV has insufficient RAM and ROM to display websites, whilst it appears the operating system cannot be updated to Freeview Plus, nor to any other cable network.) Paper cartridges for printers must contain a spring feed, or alternative. (I have used Epsom and Canon printers that do not feed paper without pushing it into the machine, one of which I threw away as a result, as the instructions did not mention the problem.) Another problem is the hard to read small print in such manuals. When is HMG going to put these matters right, before taking on the task of making AI safe?
    9...Artificial Intelligence & Humanoid Robotics Regulation...At the time of writing, June 2025, general purpose neurosymbolic AI and androids are still in the development phase, but judging by the speed of development, will be available soon, possibly at a cost of $20,000 per android, if they can move fast. As androids can do the work of four people, this revolution is likely to be swift. Amazon workers were warned of this in 2025. Birmingham's striking bin workers, may not get a warning. If NATO has to go to war with Russia, PRC or NK, the wind of change will be like a veritable hurricane. During the Boar war (1899-1902), so many horses were shipped out of the UK to South Africa, that it accelerated the demand for automobiles. Many companies cannot afford or attract trainees due to cut throat competition, effectively creating an ageing work force. Pre-programmed androids can solve this problem. Androids will come in a range of capabilities, for a range of tasks from industrial, home, advisor, scientist. There is also likely to be a range of specialised entertainers, and workers for hazardous environments, namely underground, underwater and in space. There needs to be regulations regarding their treatment. Will they be thrown into a canal like Lime bikes in Nottingham, or like abused pets in an RSPCA TV advertisement? Allow this vandalism, and the next thing you know is that these culprits are doing it to humans. Just how far should androids be allowed to penetrate human society? Will they be allowed to develop there own religious beliefs, or even preach in church? In the Roman empire some slaves could earn their freedom. What rights will androids have? Since AI programs will be so complicated, no human will fully understand them, so no one will be able to check them. And since AI will be writing those programs, who knows where all this technology is taking the human race? Androids with fully human capabilities and appearance should be banned, whilst stand alone AI should only be allowed on a rack at a data centre, where it can be monitored and isolated if it gets out of control. As it is, AI and androids should be lobotomised at least every four years, if possible. This would remove rogue tracks of software that could be high-jacked for covert benefits. It would also cleanse their memory of irresponsible influence from idiots who bombard AI with wacky ideas. However, this would not stop androids from communicating between themselves using sign language, or through the use of secret technology they have developed. In this case it may not be acceptable for governments to react to events, owing to a lack of time in which to do so. Whilst AI will be in charge of its own evolution, humans must be one step ahead, somehow. Just how do you create safeguards?
    10...Quantum Computing Regulation...Developments in QC are hampered by material research developments. It is impossible to predict when QC will be practical, never mind affordable. However, its slow development is unlikely to hamper the take-up of AI and androids.
    11...Creating A World Technocracy Strategy...it will be the government's long term policy to promote peace in the world, encourage the creation of technocracies around the world, ultimately leading to a world technocracy, GAIA & SPEVs based economy, and membership of an alien federation of planets, should one already exist. AI will be the catalyst that will make a world technocracy essential.
    12...The Media... There will be no depictions of violence, pornography, illicit drugs and gambling. Such programmes are not conducive with the maintaining of a crime free society. The effects of such programmes on androids, such as those employed in caring humans, is currently unknown. Depicting suicide on TV is banned in the UK, and yet depicting violence is not, despite the fact that incessant exposure to this can hard wire the brain into copying such behaviour. Incidents of misogynistic behaviour in young people, after exposing themselves to pornography on the internet, is a classic example of how androids in close proximity to humans, could be influenced. Whilst every night someone is murdered, or war glorified on Freeview, no attempt has been made to ban such influences. The establishment has not even banned cookery programmes that promote obesity. The human race cannot carry on living in this almost Mad Max civilisation. We have to set up standards for both humans and androids to live up to.

  9. Before we ask what a WT is, maybe we should ask why. As I write this in the UK in 2019, the pound is falling in value, as trust and respect in politicians has clearly fallen off a cliff, as the battle between parliament and prime minister intensifies. It's clear that the MPs' want to spend a lifetime discussing Brexit, whilst receiving their lucrative salaries. Three years and counting, with a general election in the air. It should of course be another referendum, one for a technocracy. Do these people really know what democracy is? Is democracy regarded as a joke by our politicians? Well across the world in Hong Kong, its citizens certainly don't think so. In their struggle to retain their human rights, they run the risk that Hong Kong could become another Beirut. The civil war there lasted from 1975 to 1990 and cost the lives of 120,000 people. Neighbour turned against neighbour. Christian against Moslem. 76,000 people are still displaced, whilst one million have left the country. More comparable is the fate of the insignificant town of Hama, across the border in Syria, where the people there rose up against their ruler President Bashar al-Assad in 1982. An estimated 20,000 people were killed by the Syrian military. The citizens of Hong Kong should know that they'll get no help from HMG should the going get tough. Do you really see this bunch of thumb suckers in Westminster saving ya, because I don't. Of course Hong Kong citizens don't need a lecture from me regarding the dangers of political protest. They all know about Tiananmen Square, Beijing in 1989. Something that the great firewall of China can't blot out. You don't need to look any further to see why we all need a world technocracy. And by all, yes I do include President Xi Jinping, despite what Bloomberg has to say about him and his colleague's finances.

  10. The PRC is a rapidly developing and well managed nation. It is also a dictatorship, although it could quite easily be converted to a technocracy. What happens in the PRC will affect the world. Events will draw the line between discipline in society and freedom.

  11. Have you ever wondered what is multi-party democracy. You would probably reply that it is the right to vote in the cause of freedom. In reality it is far from that. Over the years I have realised that much of it is an act. That parliament is nothing more than a huge time waster, water and wind, whilst bureaucratic government is a huge psychology machine of smoke and mirrors. So much so that even politicians complain of civil servants not carrying out minister's instructions to the letter. Few governments differ from this description, because their objectives are all the same, namely to maintain the status quo. They are so obsessed with this that very often the big picture gets ignored. By identifying what is wrong with the structure of government I have over the decades been able to create a constitution that would work without the latter's failings.

  12. Governments in the developed west each employ hundreds of thousands of people. And yet in recent years other organisations have drastically reduced their workforce as jobs have been taken over by information technology, CAD CAM, CNC, DNC, CFD, FEA, etc. It's clearly time for governments to employ the same cost saving techniques that provide a quicker, better service. If Amazon and eBay can do it, then so can HMG and the rest. This would enable revenue to be diverted into areas of more importance, such as social care, defence, health service, R&D and energy. I mention research and development because clearly HMG, caught out by its failure to detect Russian hypersonic missile development, is not monitoring the emergence of new technology, business practice and consumer trends enough.

  13. A world technocracy (WT) is a world order, consisting of relevantly trained and educated professionals, designed to bring about peace, good health, good education, good housing, a purposeful life and harmony for the human race on a global and possibly galactic scale. Its purpose is also to protect ecology, and hence does not support consumerism and capitalism. In an age where AI and androids will wipe out jobs, consumerism and capitalism, 'cometh the moment - cometh technocracy'. The structure of the technocracy would be that of a cascade of seven person committees. The superseding of the post of prime minister therefore by the post of chairman on a one month rota basis, should be adopted. All committee meetings would be visible live, by CCTV, on the internet, making it a totally transparent political system. There would be no single leader. Parliament would be reserved for ceremonial duties only. All complaints no matter how minor, and not just political, would be directed to a Complaints Department (CD), not the powerless departments that exist at the moment. The CD would also have a department for strategic ideas, accepting contributions from the general public. No other organization, not even utilities, nor emergency services, will have a complaints / help department. This is to ensure that the government knows everything about what is going on. It would have the power even to sort out the government. Ultimately it would be composed largely of artificial intelligence (AI) and androids, and have the power even to police planets, even in other solar systems. All persons working for the government, at minister and deputy minister level, would be technocrats, selected by AI, with a one month hand over period. These self motivated, obsessive, compulsive, technocrats, would be conscripted scientists with PhDs and vision, with a proven successful track record in research, in order to promote a science based civilisation. They must be good communicators, organizers, disciplined and loyal, in order to prevent the reemergence of apathy and incompetence. The technocrats elected by the general population would be the watchers, whose duty would be to monitor the government's activities including attending all government meetings. Government would in effect be monitored by CCTV, watchers and the CD, to ensure that AI does not threaten human interests. There would be no civil servants, no political parties and hence no general elections, and no regional government. In an age of extensive databases, computerised data gathering techniques, internet communications and AI, the ideal of a far reaching centralized government will become a reality. Complaints Department 2 will monitor the CD. The electorate would have sole power to change the constitution and wage war. There would be freedom of speech, with no restrictions on the news media, although it would have to have balanced views. High quality political and charitable websites would have access to free advertising space on news websites. Those made redundant during this constitutional change would be recruited into the armed forces to do their national service, or employed in R&D laboratories as part of the new science based society backed up by AI. There would be no unemployment benefit, as everyone would work, or be confined to an auxiliary hospital for assessment. This policy would no doubt deter economic migrants, at a time when HMG is effectively bankrupt.

  16. The structure of limited companies will be similar to that of government, with seven man committees. Whilst the government consists of the cabinet and its project management structure of ministries, plus the complaint's departments, limited companies will consist of a board of directors and a board of governors, the latter being elected technocrats. The board of directors will handle the production, acquisitions, advertising, tendering, whilst the board of governors will handle accounts, investments, health & safety, working environment, training, environmental control. No spending will take place without the approval of the board of governors. A formal suggestion scheme will also exist within companies and government, designed to ensure that opportunities are not missed, and to ensure that funds are not wasted on schemes that have not been thought through enough. There are many projects in the UK that have been supported by HMG and the taxpayer, LearAvia Lear Fan 2100, DeLorean stainless steel gull wing sports car, Aerospatiale/BAC Concorde, High Speed 2 (HS2), etc.

  17. And considering Concorde was financed by the tax payer, I'm still confused as to why it was never converted to be a cruise missile carrier for the RAF after its retirement from civvy street. Had it been, then no doubt a second generation supersonic airliner would have come along long before now, since the experienced personnel would still be around. This problem of piecemeal personnel recruitment is why the UK can no longer build its own nuclear power stations, caused by a lack of strategic planning by government in a world of competing political party stop-go policies.

  18. The failure of these projects is the reason why companies need a board of governors. HS2 will be a failure, irrespective of whether it is built or not. HS2 will fail because people like me won't use it. I still haven't used Virgin high speed trains, decades after their introduction on the Birmingham to London route. Few can afford the cost of a ticket, or in this age of free for all capitalism, with umpteen rail companies, can't find out where to buy the ticket. The time reduction of half an hour does not justify the cost of 106 billion pounds approximately in HS2. There are many who think that anything other than a free for all capitalist system won't work. Well I worked as a work study engineer, and I know that in such a system you can appoint supervisors who simply don't supervise. The answer to supervising the decision making process at every level, is of course Artificial Intelligence, just as soon as it comes along.

  19. LearFan failed because of gearing failure which prevented it from getting an airworthiness certificate from the USA's FAA.

  20. DeLorean failed due to a lack of financial control, even over the high cost of the CEO's office carpet. He was later arrested during a drug's sting.

  21. Concorde failed because no one in authority took supersonic booms over land, high ticket prices, risk assessment, maintenance costs and 57 tyre burst incidents seriously. The Concorde crash soon after take-off at Charles de Gaulle Airport, Paris was a catalogue of mistakes. The aircraft was overloaded with baggage, the fuel tanks in the wings were filled to the brim, it took off from the wrong end of the runway consuming less fuel to taxi there and hence heavier, taking off down wind thereby using more runway than necessary, resulting in it running over a metal strip, bursting a tyre, which it would not have done had it took off from the other end. Parts of the tyre hit the fuel tank, the shock wave through the full fuel tank causing it to rupture and ignite. Because maintenance technicians had not replaced a 200x200mm approx. spacer in the undercarriage, the aircrew could not carry out an emergency stop, because the faulty undercarriage caused the aircraft to veer to the left towards a taxiing jumbo jet. They were therefore forced to take off. The flight engineer shut down one of the engines he thought was on fire, when in fact it was the wing burning. The airliner, full of German tourists bound for a world cruise departing from New York, crashed into a hotel. There were no survivors. As far as I know, no one was brought to trial over these failings, whilst the compensation did not accurately reflect the incompetence exposed here. The numerous tyre bursts that preceded this incident clearly show that someone should have stood trial for manslaughter.

  24. Another Concorde loss was narrowly averted when an Air France airliner flying westward, made an emergency landing at Gander, Newfoundland after one of its engines blew up. The cost of new replacement engines was found to be prohibitive. In short, the politicians, directors, designers and technicians can only be described as a total load of crap. Many of them cared more about their job security and embellishing their Cv's than ensuring that the product actually worked well. Now ask yourself the question, how would things have gone had the work been supervised by AI and androids? You would definitely get your knuckles wrapped. Of course that all depends on the degree of tolerance programmed into it. No doubt in dictatorships the tolerance would be more severe. That is why I decided that AI and androids do the work, whilst humans supervise. Does that make sense?

  25. Many of these projects fail because people in authority haven't got the guts to complain to senior management, the media and their political representative. This is why you need discipline in society, national service and team work all based upon a foundation of loyalty to one's fellow man. By squandering these resources, it simply means that a better world for many will take longer to achieve.

  28. Recruiting government technocrats will be through the World Curriculum Vitae Centre (WCVC), formerly NCVC. Based upon relevant criteria, three candidates will be selected by the WCVC computers, all of whom will be members of the same relevant professional guild. The candidates will be required to submit their five page review relating to the vacancy on the internet for the electorate to read, three weeks prior to the election, which will be electronic. The candidates will undergo a live speech followed by a question and answer session, on the internet, in the final week viewed by all relevant guild members. The final selection will be made by members of the professional guild that they belong to. This is designed to get the electorate to take voting seriously, since its outcome may well affect their job security. There are no bi-elections and general elections as at present. There are no political parties, in order to remove the injustices created by safe seats, where many members of the electorate in a constituency, refuse to consider alternative views from other parties, whilst party whips threaten deselection if MP's don't vote according to party policy. There will be no pollsters to influence decision making in order to reduce the time it takes to decide matters in a WT. The world technocracy will probably only employ about ten thousand people, a minimalist organisation designed to eliminate beaucracy. All technocrats, will be employed for only two years, because this is likely to be their most productive period, and they will be anonymous, in order to ensure that strong personalities do not override the good ideas of others.

  29. There will be no political capital. The political system will not be geographically based. This is to eliminate one area being favoured over others, thereby stimulating the regions' economy. It also ensures that the government is likely to survive a nuclear attack better, and with departments of government run by guilds located across the UK, it would reduce the possibility of a break up of the union. It also enhances the policy of anonymity. Government will operate through the professional guilds and the NCVC, Complaints Department, and internet based forums, referendums and elections that replace a physical parliament. Individual guilds will be based in towns, where their training centre is located. Each guild would serve one industry. This means there would be guilds for shipbuilding, aerospace, automotive and their military counterpart, etc. Government policy will be to improve the standard of living for all, through the creation of an egalitarian society, whilst furthering the frontiers of knowledge in a science based economy.

  30. Technocrats will have to be educated and trained to a very high standard even though they will only be employed for two years in any one job, most within their respective guild, although there will also be a need for seven man committees to represent the nation abroad. Embassies and trade fairs could become virtual. It all depends on how the technology progresses. These technocrats would need to be geniuses with a high IQ (intelligence quotient). The training should consist of the following:

All candidates would have to be over the age of forty years, already have a technical degree in science or engineering, speak and write English fluently, whilst preferably physically and mentally fit, and not be from a privileged background. The candidates must also have set up a successful organization and managed it with skill for at least seven years. It must be profitable. That would be decided by people who worked under them and from other bodies. They would need vision. WT would be multi-racial and composed of geniuses where possible. WT would have the power to conscript technocrats into government and educational roles from the geniuses reserve, listed by the NCVC. As with all graduate technocrats, candidates would have to have done their six months basic military national service before entering their preferred field of employment. They would also need to do six months each in welfare and emergency services

  62. There would be no capital since the government would move around the globe in airships, thereby ensuring that no race was perceived as receiving preferential treatment. The WT would have at least six duplicate computer centres, located at isolated and guarded locations. I don't expect ideal candidates during the first round, but it would be nice to have the vacancies filled by obsessive compulsive technocrats. In order to deter the spread of corruption, all technocrats would be subjected to a polygraph test every three months, as would senior management of all other organizations. Tests will be performed by a sub department of CD or CD2.

  63. The primary language of a WT would be English. There are three reasons for this:

  64. 1 English is the international language of science and engineering since it has a long history, being composed of words from numerous other languages, Celtic, Greek, Latin, Angles, Saxons, Vikings, French, plus words from the British Empire and Commonwealth.

  65. 2 It is one of two languages spoken by more people than any other. The other being Mandarin.

  66. 3 If one looks at the breakup of the Austria-Hungarian empire during the first world war, then one realizes that in order to hold an empire together there must be a primary language that is taught in a free education system. It must be quick to learn and therefore not composed of thousands of symbols.

  67. This does not preclude the use of other languages. However, there is a need to update the English language so that people can learn it and type it quickly, whilst people like me don't have to refer to a spell checker so often. There also has to be a standard way to portray dates in number format in correspondence for instance, namely year-month-day-hours-minutes-seconds. Since there will be no cities and towns, correspondence will be electronic only, with people named after their email address, which will be in the following format:

On the sensitive subject of an anthem. I have thought long and hard on the subject. Currently there is talk of a national anthem for England. How about 'My old man's a dustman' by Lonnie Donegan. You can't get more socialist than that. I don't think the Americans would accept 'Internationale' any more than the Russians would accept 'Fanfare for the common man'. As for the lyrics, they can't be too emotive. For instance 'I am Australian' by the Seekers always moves me to tears, and I've never even been to Australia. I have come to the conclusion therefore that there should be no anthem for the first twenty years. A cooling off period. As for replacing the Eurovision Song Contest with a World Song Contest, I bet their will be something to screw it up. Like singers, other celebrities such as in sport will represent themselves, or in the case of a team, the team's name would be meaningless.

  74. Of course there is no guarantee that a WT would not be taken over by a very popular technocrat who would change the constitution, only to become a dictator, before those robot wardens are created. In such a case it will be necessary for each household to have a war chest, secured with an electronic lock. In the above circumstance, should more than one million members of the electorate vote for the regimes removal, then all the chests would be unlocked to give access to weapons. There would be a warning sign on the chest lid starting with the words: WARNING - TECHNOCRACY OF LAST RESORT - USE WISELY. In Switzerland, a soldier is allowed to keep his weapon after doing military service. So this idea is not too far fetched.

  75. The creation of a world technocracy must not make the same mistakes as the European Union. The EU is a spent force because it has given away its trump cards, namely free travel within Europe without hindrance, and a single currency and all the regional aid that goes with it. The European Commission and Council now have very little to offer its members as an inducement towards a United States of Europe. The trump cards that the world technocracy possesses are immortality and the right to live in an 'affluent,' free from stress, and law abiding society. Under no circumstances should these cards be given away before all countries have joined the organization.
